On February 9, 2011, the House Appropriations Committee released initial details of a proposal that would fund federal government through the rest of the fiscal year. The proposal includes a COMPLETE ($327 million) elimination of Title X funding, and significant cuts to other programs that support community health. This proposal is expected to be voted on in the House this week.

Listed below are a few key talking points when communicating with Members of Congress:
- Title X is one of the only programs with a return on investment – Health care centers receiving Title X funds not only provide quality health care services, but also save the government money. Every dollar spent through Title X funding saves $3.74 in pregnancy-related and newborn care costs to Medicaid.
- There is widespread public support for expanded access to contraception: 89 percent of the voting public is in favor of public funding for family planning services.
- Title X is a success story: The best advancement in 40 years of public health. Title X provides education and crucial preventive health care services to the underserved. This may be the only health care some receive.
- Missouri’s Title X network provided services to 69,077 people in 2010.
